Are tatoos bad or evil? Everything is permissible in our new covenant but not everything is beneficial. So yeah the motive behind putting that tattoo is what matters. However, for the sake of our weak brothers and sisters you need to be wise in how you conduct your life, in this freedom you have in Christ.
