You need to read the context of Matthew 3:11 what John is talking about in Matthew 3:11 I indeed baptize you with water unto repentance but he that cometh after me is mightier than I whose shoes I am not worthy to bear he shall baptize you with the Holy Ghost, and with fire: In the next verse John explain what the fire is 12 Whose fan is in his hand and he will throughly purge his floor and gather his wheat into the garner but he will burn up the chaff with unquenchable fire..In this verse John is talking about two different groups of people believers and unbelievers the wheat is believers and the chaff is unbelievers the chaff with unquenchable fire that what John is talking and with fire and that unquenchable fire is in hell…In verse 10 And now also the axe is laid unto the trees therefore every tree which bringeth not good fruit is hewn down and cast into the fire that fire is in hell…in Matthew 13:50 Jesus said And shall cast them into the furnace of fire there shall be wailing and gnashing of teeth what is the function of fire at in hell…In Matthew 25:41 Jesus said into everlasting fire..In Mark 9:48 Where their worm dieth not and the fire is not quenched…In Acts 1 Jesus was talking to his apostles before he was taken up to heaven in Acts 1:5 For John truly baptized with water but ye shall be baptized with the Holy Ghost not many days hence where is the fire here Jesus doesn't mention anything about being baptized with fire because his apostles was believers.. There is a fire for the wicked. It is called the lake of fire (Mt 13 and Rev 20). But there is also a fire or empowerment by the Holy Ghost for those who are in Christ. John the baptist was referring to that fire and the Holy Ghost for the saints, the fire that empowers. That's the one that the Lord Jesus in reference to John's statement spoke about to the disciples in Acts 1. This baptism of fire and Holy Ghost, they received on the day of Pentecost in the following Acts 2.1

Disciples first needed to receive Holy Spirit and then they were persecuted, beaten and murdered like their master.
