Back then, people were united, but we learn how back then, as well as even today, that people's objectives wasn't always to please God! They were more invested in vanity and selfish things than to give glory to the Creator. The people wanted to build a tower just so they would have all the fame, power, glory and overall worship. And since they would actually accomplish that, it would basically enslave us in a life united under vanity filled purpose. THAT IS WHY, God would show us how stupid we all are before His power and authority. It should remind us even today, that all these global politics, but they come nothing in terms concerning God's threat level compared to the people back in Genesis.
