"He was King in jesherun" is referring to God being King and not moses. 1 samuel 12:12 communicates this clearly. the ministry of kingship is an authentic spiritual dimension but it is traced through the throne of david (house of david, tent of david) and not the function of moses.
moses was the function responsible for allowing God to be king over the people. moses' function was unsuccessfully in sustaining the environment needed for God to be King over man, but then there was david. david was successful in his function whereby or King Jesus The Righteous is seated on the throne of david and the tent of david is His "legislative cabinet".
