I am afraid that we are not all children of God and that sinners are not our brothers and sisters. They are not. They are children of the devil (1 John 3:8) and enemies of God (James 4:4) hince why there is the Spirit of adoption (Romans 8:15-17) for those that believe & repent, that they may be baptised in Christ and in the Holy Spirit.
